Our club does a weekly TT. It's 14.41 miles. I can go just over 24.1mph during it with my full tri setup (p2sl, 404 front, wheel cover, aero helmet). Though I'm hardly the fastest time trialist. I do generally go in the top 5 - 10% on the bike split in Olympic or shorter.
The roadies will go about 26.3 mph.
Here's a motionbased of it. I'd consider it flat though there is a little bit of rolling.

I dreamed one day that I went 18:30 in my bike club's monthly ten mile time trial.
On another occasion I dreamed I was sixteen again.
So I guess 18:30 is your answer for a "good" ten mile time trial.

Coming from the Uk and cycling in the late 80's / early 90's we were kinda 'brought up' on 10's. We'd race the local club event on Tuesday night, then ride over to the neighbouring town on Thursday as theirs was the 'fast course' , do a track league on Friday night, then race road / crit over the weekend for your main event of the week.
Anyway, the club record I held was 21.08 for 10 miles at 16. That was before aero bars came in, just the old Cinelli 1A stem and criterium bars, infact I seem to remember I was still on clips and straps. We raced junior 91 inch gears, but the night I did my 21.08 I rode an 108 inch gear and got away with it somehow, I seem to remember it was a club event rather than an open. As I say I'm not blowing a trumpet, there were boys the same age as me that were going a good 20 / 30 secs quicker than me nationaly then on a fast course. And I guess that's the point, on a fast course. It's all relative, our own clubs Tuesday night course was considered quite brutal in the area and an honest test of your ability, we'd regularly do low 23's on there. But I keep an eye on their website from this side of the world and now some of the young guns are doing high 22's on a float night, but I'm guessing they've got aero bars and all the bling that you guys love so much.
There's obviously alot more comes into making the Pro ranks than your best 10 mile time, I found cheap British beer and girls at 18, just one of the pitfalls. so I'd suggest 10 mile times
alone
will tell you very little about their potential to 'make it'. You need to be looking for the right character traits too.

Yes, record for a 16yr old is 28.9 mph (he came 4th at junior worlds to Mini Phinney that year). Typically there are a handful able to ride 27mph plus.
I don't live in USA though - that may make a difference
I'm assuming this is more of a British-style 10 mile course: point to point with no turnaround, typically on a busy carriageway with a nice constant slipstream from the lorries? My terminology may be a bit rusty :)

Hi
I was wondering what you say is a good time for 16yr old on rolling/flatish 10 mile tt event
Andy
Andy... Comparing times from TT races is practically useless because there are so many variables involved. I used to do that but I don't even bother anymore.
Take for example the last TT National Championship race in our country for U-17 (15-16 year olds). No rider got even close to 40 kph for the 12 km race. Anyone looking at those times out of context would think that those kids were riding like 11 year olds.
The truth is that NONE of the top 10 kids of our country got in the podium and the kid that won averaged only a bit over 35 kph. The reason this absurd happened was because it was very windy when the race started (with the lower ranked kids) and then it started to get windier and windier and at the end the top 10 kids were riding against 20 mph winds (never mind the extra 2 km that were not supposed to be there and the unexpected climb). Aero helmets flew, bikes were thrown, the dirt was kicked and tears were shed by some of the top riders that had worked so hard for a whole year for this particular race. It was very frustrating for some of them, but it could have been the other way.
The point is, do not waste too much time comparing times. Now, if you want me to give you a number, a fast 16 year old giving it all should be doing around 44 kph in 10 miles under flat and calm conditions.
Good luck! (Sometimes you need a bit of that also ;) )
Sergio

No, out and back along the waterfront, early enough to avoid traffic. Dead flat and smooth but some of the corners are a bit sketchy at full speed.

These are the 10 mile Junior Competition Records as listed by the RTTC (Governing body of time trialling in England):
2005 A Dowsett Glendene-Biketrax CC 00:19:13
1993 C Pritchard Bio Racing Team 00:20:13
1992 Z Carr VC Norwich 00:19:37
1992 C Ball Antelope RT 00:19:47
1992 R Montgomery Letchworth Velo 00:19:59
1987 M Bristow Bristol South CC 00:20:26
1987 S York Solihull CC 00:20:04
1982 S R Pike Charnwood Cycles RC 00:20:13
1980 D R Butler Oundle VC 00:20:56
1979 D R Butler Northampton CC 00:21:04
1978D R Butler Northampton CC 00:21:47
1978 S Denton Rockingham CC 00:20:26
1976 S C Edney Warwickshire RC 00:20:56
1975 S Jones Beacon Roads CC. 00:21:08
1974 G C Bickle Rockingham Forest Wheelers 00:21:16
1969 N R Lelliot Worthing Excelsior CC 00:21:20
I'm not sure what went on in 93 and why the competition record went from 19 back to 20 minutes, I don't recall any juniors adopting the Superman position!? But some pretty swift times. As has previously been mentioned though these would have been on drag strips, out and back courses but dual carriageways with beautiful surfaces. The RTTC clamped down quite abit in the 90's on using courses with a heavy flow of large traffic such as trucks etc, but there would still have been some influence from vehicles as the dual carriageways are invariably busy. They're certainly nothing like the Auckland waterfront Nutz.
I found the Juveniles (Schoolboys) amazing to be honest. These are kids who are 15 or younger, you turn junior on the day of your 16th B'day, or used to anyways:
1993 C Pritchard Bio Racing Team 00:20:13
1987 M Bristow Bristol South CC 00:20:26
1980 D R Butler Oundle VC 00:20:56
1979 D R Butler Northampton CC00:21:04
1978 D R Butler Northampton CC 00:21:47
That's a fraction off 50 km/h for 10 miles...at 15. That blows me away.
But again, IMO you can read very little into comparing times, especially at that age. Way too many other factors to take into consideration, but good for goal setting for the young kids for sure. I know I used to love knocking time off my PB.

Off 30mph you mean. Alex Royle just took that record the other week, on the V718 which has produced some very quick times, making it a "little" popular! Even Hutchinson's had a go at breaking comp record, he's done 18:11 so far

A novice wouldn't ride Southland though would they? They'd ride The Novice Tour? Or are they allowed dispensation to ride with the seniors?

Yeah you got me there, living the first half of my life in England where they use miles, and then the second here in NZ where they use KM's...I'm a bit spastic when it comes to distances!
Either way that's one fast 15 year old...

I think this got lost amidst the dreams that everyone with a ST account can easily average 28 mph (and assumes that if they just add a disc wheel that average will suddenly jump over 33).
Are you saying you rode a 10 mile TT in 22:08 and you signed on here to ask what a good time is?
I call BS. Despite what you'll read here, there aren't very many riders (16 or otherwise) who can ride that well and none of them have to post on ST to figure out whether they're good.
Those of you who think you can "easily" average 27 mph on an out and back 10 miles, should go try and do it.

Was the total displacement of the course zero? If not, then average speed is essentially irrelevant.

Not to detract from NICO at all, but results from that course overstate one's potential on an out and back TT. Cannell, who went 47 seconds faster than Nico, went 25:00 for a rolling, hilly out and back TT two weeks ago. That is 28.8 mph, and that is smoking fast. I would say Nico sounds like more of a 28 mph guy on such a course--not a 31.95 mph kind of guy.
With all of that out of the way, congrats to Nico on the podium finish. For those who think the details don't matter, champion and 2nd place were separated by 1/2 second. Nico held off 4th place by 2 seconds. So, yes, details such as latex tubes matter.

Good ride for Nico, but FYI that course was WAY short. My SRM called it 22.3km or 13.8 miles. My time was a couple of seconds slower than Nico's and my average speed was 44.8kph or 27.8mph. The course was some significant climbing and a pretty good head wind on the way back. Also there was more net vertical gain on the way out. Maybe around 700-800 feet of total climbing.
A good course, but even without the wind it wouldn't have been all that fast.
