Anyone go cycling on cheap all-inclusive Caribbean holidays?

Going to take a family holiday in Jan or Feb to the Caribbean (or maybe Costa Rica) at some cheap all inclusive place. This year I am planning on bringing my bike. Anyone have any recommendations on locales where the roads are decent and its safe? We have been to some of these places (without bikes) and my experience is that Cuba and Costa Rica would both be good. We are coming from ONtario
