www.conade.gob.mx

My spanish is a little rusty, but I think that's the site. Not getting it to load, though.

If all else fails, you could try a Mexican Embassy. (Not sure if Sergio is from Mexico or a different country, you could contact him for help.)

I just spoke with the person in charge of PR of the Federación Mexicana de Atletismo.

She said that to be able to race as a member of the FMA you have to be a resident in México for at least 6 months. But she mentioned that even before 6 months if you apply for a membership a few months before the end of 2009 you could race as a member in 2010.

To be a member of the FMA first you must be a member of an official local club recognized by the state association. Each of the 31 states of Mexico plus the Federal District (and a few other big national organizations like the Mexican Social Security Institute) has a number of local clubs. You find one of these clubs in a particular city and ask for a membership. They will send that application to the state association and the FMA will send back the membership card and your number.

The officer from the FMA I spoke with is Miriam Vazquez. I will send you her cellular phone in a PM. I do not know if she speaks english though. Just tell him that you spoke with me about this matter and she will remember the case.
I hope this helps,
Sergio
