Training block vs alternating weeks

I listened to a talk by someone involved with CXC (feeder program for US Olympic cross country ski team). He said rather than doing training blocks such as 3 weeks of work followed by one week of recovery, they do alternating weeks hard, easy, hard, easy. They have a progression to this such that the current hard or easy week has higher volume or intensity than the previous hard or easy week. I had assumed peroidization through training blocks was used by most elite athletes. Is alternating hard and easy widely used?
