Maybe I am missing something but that is not what it is the current manual on the website says - the wheel care manual says 3 coats on the rim, 2 coats on the tire.... 3rd coat it says wait 15 min an apply tire

No, you got it correct. Pretty standard, old school tubie care. But apparently some of the slowtwitch rocket scientists think they have more knowledge than decades of roadies. Geesh...
