what's the hole for?

I have a 2003 Litespeed Blade, and just noticed a crescent shaped gap between the seat post clamp and the top of the aero seat tube. The gap being to the rear.
If there is no functional purpose to the gap, i was going to seal it up with silicon to prevent rain or wash water from entering the frame.
Appreciate any feedback on this.
